Certified Plastic Waste Recycler Helping You Meet CPCB Guidelines Effectively

Understanding CPCB's Plastic Packaging Categories

Under the Extended Producer Responsibility (EPR) framework, plastic packaging is divided into four major categories as per CPCB:

Category I
Rigid plastic packaging (e.g., bottles, jars)
Category II
Flexible single or multilayer plastic packaging
Category III
Multilayer packaging with both plastic and non-plastic layers
Category IV
Plastic sheets and carry bags including compostable plastics
EPR Targets:
As per CPCB guidelines, all Producers, Importers, and Brand Owners (PIBOs) are required to take responsibility for managing the plastic they introduce into the market. The Extended Producer Responsibility (EPR) mandates recycling a specific percentage of this plastic each year. These escalating targets ensure a phased and measurable approach to plastic waste management:
  • 2021-22: At least 25% of the total plastic introduced must be recycled.
  • 2022-23: The recycling requirement increases to 70%.
  • 2023-24 onwards: 100% of the plastic introduced must be accounted for through recycling or proper end-of-life processing.
Note: Non-compliance may lead to penalties or loss of market access.
Collaborating with certified recyclers like EcoFormers helps ensure smooth, audit-ready compliance while fulfilling your ESG goals.

Responsibilities of PIBOs

If you're a Producer, Importer, or Brand Owner (PIBO) — meaning your company introduces plastic packaging or plastic-containing products into the Indian market — you are legally obligated to comply with CPCB’s Extended Producer Responsibility (EPR) framework. You must:

  • Register on the EPR Portal
  • Submit an actionable plan
  • Meet recycling targets and file annual returns
  • Use recycled content and engage in proper end-of-life disposal
  • Engage with PROs (Plastic Waste Processors) and submit plastic credit certificates
Note: Engaging with registered PROs (Plastic Waste Processors) like EcoFormers is a recommended way to fulfill your EPR obligations. However, it's important to understand that the ultimate legal and regulatory responsibility for compliance—including accurate reporting, documentation, and target achievement—remains solely with the PIBO. Choosing the right partner is critical to ensure smooth audits, traceable recycling, and risk-free compliance.
